Commandos BEL - low fps problem

Commandos starting up and running fine (no error while starting up) in my windows 10 64bit. The problem I get is that it has low fps, the maximum fps it goes when in menu is 20fps. While playing it fluctuates from 17-19fps. The lag seems very annoying to play this.

My Laptop Configuration:

Processor: Intel(R) Core(TM) i7-4870HQ CPU @2.50GHz 2.50GHz
Installed Memory (RAM): 16.0 GB
System type: 64-bit Operating System, x64-based processor.
Graphics card: NVIDIA GeForce GT 750M.
Operating System: Windows 10

(Note: Yes! Everything is up to date including the graphics driver)

Same problem on Windows 7 64, 16gb ram, i5-4570 3.2ghz, AMD radeon r9 270x. Game is capped at 20fps. For me it worked perfectly before the update on february 18th 2016. Still looking for a way to downgrade.

Tell me if you find a solution for the frame limit in the meantime.

I think they capped it to 25fps because the other commandos games are at 25fps, the only fix is find a old version of comandos.exe
