You mentioned 'stuttering'. If it happens periodically, then your problem is 50/50 hardware/software. Not because it's not good enough, but because your monitor isn't for gaming and doesn't have built in fps limiter for apps on demand.
To fix this, you either need to tell your software to limit fps to 60 while you play, or preferably limit it specifically for DBFZ. If yours can't do that or you don't know how, then download "RivaTunerStatisticsServer".
