DLC aside, SSJ goku & Super Saiyan Blue Vegeta (who comes free from enough ingame currency)
these characters at a beginner level have pretty easy gameplans to figure out that also introduce you to the deeper mechanics of the game without sending your brain into overload. try to stay away from the fusions (both gogetas and vegito) when beginning, they have extremely privileged buttons and moves that can form bad habits. remember to learn your basics first and then get creative.
I dunno where he is on the tier list these days, but I can also recommend S Broly. All of his stuff... just... freaking connects, and just when you think the combo is about to end... hi, enjoy another 10 seconds of watching Broly go Mister Clean on your ass.
Vegito is another easy recommend, because he makes a pretty good anchor, doesn't really need assists to go to work, and even seasoned pros will get nabbed by a spirit sword on a regular basis.

and probably that's it, though if you like them there's no reason not to pick them either.
Anyone with a non-standard j.2H will be slightly harder since they will have unusual air combos.
Easy to learn, hard to master, and there are way better characters - but they aren't weak by any means.
