Anyway, block them and forget them.
Is cheating, I dropped several combos, failed mix and failed my blockstring because people is actually doing it on purpose is obvious when somebody is mashing F11 or alt tab several times.
I also would still considere it cheating; even if its usingh a feature build in the game with unintended results; It is no different than pulling the cord or alt+f4; we call those Rage Quits sure, but at the same time, is using something for unintended results/adventage in online gaming.
Block/Follow, pay attention to the mark showing up when you match or cross ways with those players in rings and such, and decline them every single time. On the long run, they will end up having no body who wants to fight them.
It is true the follow button is intended to keep track of players you do want to watch their replays and such, but given the limited block list; some (or most) players use it as another block list. I personally prefer to delete older names in my block list to make room for new players; as that gives a new chance to players who hopefully now changed their ways...and if they did not; they go back to "most recent" part of the block list until is their turn again to be removed at some point.
