Ive had this game on xbox for a while with a bunch of DLC characters. Recently bought a new PC and been planning to play this game using the same xbox account from the Game Pass. Will my characters and all progress trasnfer?

No, both are totally different version, you can use your Xbox account but isn't the same progress because is a different platform, by the way, Windows servers are ultra mega dead, buy Steam version instead.

Only few games has progress and shared dlcs, they has a special function called "Xbox Play Anywhere", for example, Back 4 Blood, you can continue using the same dlc and progress on Windows, same with Cuphead and Mortal Kombat 11.
