Personal tier list.

I know im about to get some heat from this. Just as a note. I think every character is good and playable. Just personally think some are a bit more easier and effective than others.
Credentials. Around top 400 in BP and I've been playing fighting games seriously for about 10 years. Not that it matters. Just my personal thoughts.

EXPLANATION
16 - Best oki in the game. Solid neutral. Converts high damage/an oki off of basically anything. Good assist. Auto combo is a 50/50. Hard knockdown mixup off of lvl 3
Adult Gohan - Best footsies in the game, period. Can have reverse beat with lvl 7 potential. Damage spike. High damage without potential. Good mixup options. Amazing neutral. Good ki blast/beam. Amazing pressure
Kid Buu - Good neutral, good mixups. Best lvl 3 in the game for dealing with SB. Lock down assist
Cell - Some of the best pressure in the game. Good assist, solid damage. good air normals. Has a beam
Goku blue - HIGH DAMAGE. Scary neutral. Assist is solid.
Black - Good pressure. lots of safe options. Great assist. Solid damage. Teleport mixups. Very balanced character with solid footsies. Lvl 3 kd mixup
Goku SSJ - Well balanced character. Good assist. Strong footsies. Ki blasts are very solid. easy hard knock down. Lvl 3 kd mixup
Vegeta Blue - Amazing rekka pressure. Good mixups in block pressure. Good command grab in the air. AWESONE DAMAGE. Assist is a wall.
Vegeta SSJ- Best assist in the game arguably. Meh neutral. Needs assists to function well.
Gotenks - Really solid mixup game. Semi snap back vortex. Amazing corner pressure Okay assist. BAD damage. Meh normals
Trunks - Solid beams. Good normals. Reflect off of beam. Good damage. Assist is pretty strong.
Tien - Balanced. Fast acting normals. Solid mixups off of mid range. Strong damage. Okay beam. Okay assist. High anchor damage with Neo tri beam. CHAIOTZU!!!!
Ginyu - Amazing mixup potential. Easy confirms off of ginyu force assists. Works really well as a battery. Normals have slow startup but good hitboxes. Terrible lvl 3. Glitch DHC that should be patched soon. Assist is okay.
21 - Long normals. Great ki blast. Move steal command grab. Potential to be even strong depending on certain matchups. Amazing neutral. Easy combo converstions off of assists. 2H is amazing. ground lvl 3 leads to hard knockdown mixup. Great fireballs. LVL 3 regen blue health
Hit - Probably better than I think. Scary mixups. Good buttons. Counters. Good damage. Assist is okay
Beerus - Probably better or worse than I think. Solid pressure. Balls are a mixup. Long 2m. Solid 2nd hit off of auto combo. Good damage. Good assist. Good snapback mixups.
Yamcha - Low damage. Good assist. Mixups with WFF can be OS'd. Slow startup on some normals.
Nappa - Amazing Saibaman oki. That's it. Lumbering character with really bad neutral. Good buttons at certain ranges, like 5h. Needs an assist to really be effective. Assist is solid.
Majinn Buu - Set play character. You have to guess if he hits you. Bad neutral outside of that. Good 5L. Slow af overhead. Good air H's. lvl 3 regens blue health. Assist is okay.
18 - same issues as Majin Buu basically. Decent normals. Ki blasts are underwelming in the neutral. 17 assist good in mixups, mediocre in the neutral. Assist is very good.
Frieza - Probably the only character i'd probably put higher. Solid mid tier. Good normals. Good ki blasts. Easy damage conversations. No real mixups. Assist is very good at certain ranges.
Krillin - Bad mixups. Mediocre assist, but Senzu bean can be good. Only 3 senzu's per match. Good neutral in terms of buttons and ki blasts.
Piccolo - Same issues as 18/Majinn Buu. Good oki, bad neutral. Stubby normals. Block pressure needs assist to be remotely good. Is a monster in the corner but can late tech most situations. Good assist but could be patched.
Teen Gohan - BAD NEUTRAL. Some of the worst normals in the game. Has a dp. Some of the best damage in the game. Assist is mediocre.
Feel free to criticize my picks or giving me information on why you'd think they should be placed higher or lower in your opinion. This isn't a list to say this is officially how everyone should look at the roster. It's just simply my opinion.
