Notice of "Party Battle" to be held on Wednesday 1 September
Thank you for your continued patronage of Dragon Ball FighterZ.
Starting today, Wednesday, September 1, 2021, after the scheduled maintenance
Players will be able to join forces with other players from around the world to fight against powerful boss characters in "Party Battles".
In addition to the basic rewards for winning the third, fifth and seventh rounds, there will also be a number of additional rewards for winning the first round.

Now that more time has passed, it has been commented in other places this is DEFINITELLY the bug fixes patch. Im yet to confirm wich bugs were fixed or if all had been sucesfully covered; or if even new ones were created now.
Edit: Reason why its such a big update, Vegeta Calvo explained it already; its because the way the game's data has to be packet; in order to provide new code, you need to rewrrite pretty much all the files.
Think on it like a Word document; you just need to replace a line of text...but you cant edit the file; so instead you copy it, modify the new line in the new one, now you gotta delete the old file so you can push in the new file with the right text line.

The game runs on Unreal Engine which utilizes .pak files. When code in a pak file is updated, even a small string of code, the whole file has to be replaced. Pak files can be rather large in size, multiple gigabytes in many cases. This is nothing new for Unreal Engine games.
To put this in to more perspective, all files for Unreal Engine 4 games are not loose when downloaded, many of them, such as sound, character models, textures etc. are compressed in to single files, a .pak file, as some have already mentioned, which helps reduce the overall size of the game and makes it easier for the engine to find the necessary files it needs (because there are less of them to read through). Put simply, think of a .pak file as a .rar or .zip file, specific for Unreal Engine 4.
Patching these .pak files are handled in one of two ways.
The first way is for the update to completely unpack the relevant .pak file, replace the necessary files within that are part of the update, then recompress them all back in to a .pak file. This is how ARK: Survival Evolved handles updates, and it can take an extremely long amount of time for the entire process to finish, due to how high the compression rate of .pak files is. It's not unusual for something as small as a 250mb update to take over an hour to complete due to having to uncompress, replace, then recompress a bulky .pak file.
The second way, the way Dragonball FighterZ handles it, is to simply replace the old .pak file with a new, already updated one. This is significantly quicker and less resource-heavy than the method ARK uses, but requires the user to download much more due to downloading an entire .pak file instead of loose files that replace some already within an existing .pak.
What this update is doing is replacing the existing pakchunk0-WindowsNoEditor.pak file you can find in your installation folder, which contains the bulk contents of the entire game (models, music, textures, animations, sound effects, voices etc.), with an updated one that has bugs fixed. Whether it's adding a new character or any new content, no one can say until more information is released, but the reason for the size of the update, even if it is just bug fixes, is quite a simple one to answer.
