can I unlock all characters just by buying only all season pass?

No, but You can buy them individualy, if You dont want the whole season pass.
There is also announcer guy that can tell You which dlc characters are currently on free trial.

If you buy pass, pass 2 and pass 3 you'll get all the characters.
To get A21, vegeta blmue and goku blue, you need to play the game enough (I don't remember the exact triggers : for the blue it is an amount of gold. Very easy to get. For A21 I don't remember. Maybe finish the solo part of the game)

A21 comes in Season Pass 1 pretty sure, also you can unlock her by finishing story mode. To get Goku blue and Vegeta blue you need to reach 300-500k Zeni or buy them through the store, there's a little pack for them. The rest of the characters come from the Season Passes

You can also unlock goku and vegeta blue by beating Hard difficultly arcade modes with an A rank or higher (5-course one for vegeta, 7 for goku).
