Vegeta Blue is pretty average. Normal SSJ Vegeta sees a lot more use just for his assist.
Without meter Vegeta Blue is one of the worstest characters in the game.
However if he has 7 bars at his disposal he gets very strong.
So he is balanced Imho.
I personally value Vegeta SSJ above him for his divekick, assist and aerial big bang. Also he builds meter way better than Vegeta blue.
No he’s not overpowered. He’s much faster than regular Vegeta, same goes for Goku Blue. You say you’re constantly getting hit by his attacks, but are you sure you aren’t mashing buttons in order to recover, or super dashing right into him? And yes his final flash is faster, that’s the point, which sets up for the punch at the end.
