Story mode is not hard or anything it's just a lot of tedious garbage, like their other story modes except in BBCF for example you can just woosh through dialogue if you want, and those don't unlock anything.
I'm sure if you look around Google there's ways to do this though, I'm all for making characters unlockable in fighting games but this is just plain bad.
Bright side, I think they made it so you get 500,000 zenny upon going to an online lobby for the first time so that gets you Goku and Veggie blue immediately.
Having to grind out 21 is a problem though.

I have the game and I don't want to waste my time playing story mode because story modes on FGs are mostly trash and I don't like DBZ. I would rather have ArcSys give an option to buy Android 21 just like Goku Blue and Vegeta Blue.

I think the season pass gets her unlocked immediately, but if you're the type to invidually pick and choose characters to save money overall for DLC that's not ideal.

In fact, in my country's currency buying the Season's pass is more expensive than buying each character separately. I am not that interested in the DLC chars, nor Veg nor Goku Blue. 21 on the other hand seems interesting. I would probably buy S2 if it has less saiyans than this one.
