Yes there is a difference, they have different special moves and normals. The only thing they really have in common is kamehamehas.
What about speed of the characters who are SSGSS versus regular SS?
In the anime, it seems they're more faster, so in the game shouldn't the SSGSS be more
faster than regular SS?
This is a fighting game first. It's not based off anime logic. If it were, > 50% of the cast couldn't even touch SSGSS.
They have different moves and normals, that's really most of the difference.
SSGSS goku is more of a rush down character than Super Saiyan Goku who's more of an all around character.
So, yes, they do play quite differently.
