About android 16.... I believe his H should have armour only when he got meter and when he gets hit during hit 1 bar would be automatically spent. Also basic mechanics give him too good mobility for grappler so they should also do something about it. Perhaps speed of super dash and Vanish attack shouldnt be exactly the same for whole cast. C'mon characters are faster and slower but when they fly or move quickly behind enemy (Vanish attack) they all are exactly as fast?
Edit: i know this isnt everything you probably have problems with with him. but i assume these are the biggest reasons you made this post. ive found most people who make a comment saying nerf a character in fighting games usually just look at the surface of a character and assume they are broken. all the while not trying to understand it
With just this part I quoted, I could easily be fooled into thinking you were speaking about tf2. That game is a prime example of what we don't want to happen to fighterz. I've stopped playing it once the nerfing got out of control. And it's simply because some players couldn't counter other classes, despite others being able to do it just fine.

You can also change hardknockdowns into non-hardknockdowns and stuff but I hope that people won't cry that much or it will happen like in SF5 that some combo possibilties are just gone which is imho super-b u l l s h i t.
I also do NOT understand why people like to nerf BlackGokus hitbox when you have 16s crossup which has a megagood hitbox as well.
