Report a translation problem
The Keyboard will always be Player 1, and at least one Controller will also always be Player 1, so if you had a second controller, then you could leave the first one alone and use the Keyboard instead.
I guess software like x360ce might get you around that, pretty sure you can force a controller to be Player 2,3 or 4, despite not having a Player 1 controller using software like that, which might let you do it with a single controller.
There's a chance I'm wrong on both counts, but that's what it looks like to me on first glance.

It'll work. That's actually what the software exists for, it's to emulate an Xbox Controller when you don't have one. But it can do more than that. I'm just not sure about the "switching a Controller to Player 2, when Player 1 doesn't exist" functionality. That could easily be something my mind just made up.

For Xarcade owners - you can buy and install a zero lag upgraded pc for the tankstick, which now gives you input for Direct Input and X input.
Install that and set to X Input (mode 4) and both sticks will be recognized as Xbox 360 controllers and will work perfectly. There are good videos on YouTube on how to do this.
For Ipac 2 and 4 owners - only works with Ipac with miniusb on pc, upgrade the firmware to ver 1.50 or higher from the ultimarc website. This will give you multimode (mame/keyboard, Direct Input and X Input). Select mode 3 for X Input and again Windows will recognise your sticks as Xbox 360 controllers and will work perfectly.

This will work for all your PC fighting games like Injustice 2 and Mortal Kombat which are all nightmares to reconfigure and control menus etc.
I have used the Ipac method and it works well. Will test the Xarcade method in Feb (VERY limited supply in Australia - the sole importer has no stock).
When ingame just bring up steam (Shift+Tab) and go to your friends list. You will have a prompt on top of the list to invite friends to join. Click on prompt and it will bring up a window. IGNORE THE INVITE FOR REMOTE PLAY. This window will list your inputs. right at the bottom it will show all your controllers. you can drag the controllers into whatever player position you want.
Example
Keyboard is always default player 1. So drag the controller from spot 1 to spot 2. The controller will register as second player and keyboard as first player.
