If you mean you are on the ground, and the opponent is in the air - you can simply block. If they are hitting you, they aren't doing a Super Dash, they are air dashing. Any hit done from the air is considered an overhead. This move is one of my staples. The Super Dash itself won't overhead you though. Maybe he's colliding with you, and striking on the way down?
If you mean you are both in the air and he Super Dashes you, you can also just hold back.
Then it is stopped the same way as on the ground - you either have to Dragon Rush them at the same time, or just smack them with a light attack. Any attack will interrupt a Dragon Rush.
You can't block a Dragon Rush. That is it's basic purpose.

if you mean super dash then it doesn't matter what kind of block you use, the SD counts as a standing attack not an overhead. one thing to be aware of is that if it gets used at a weird angle it can sometimes go behind you ever so slightly & get past your block.

He also said RB which IS the Dragon Throw, but then talked about using 2H to stop it. I'm really not certain which one he meant at this point, but the answer to both questions are here.
To clarify:
Dragon Rush = RB = throw
Super Dash = RT (R2) = auto streak towards opponent
like other peeps said, dragon rush isnt blockable; its a grab, you have to break it or jump to avoid it. against a superdash, like peeps said, its not an overhead, so just hold down/back and block it or stuff it with 2H
