If you are against Tien, and he has 3 meter or more, and you are low on health..you can predict that Chiaotzu is going to be coming.
Your best bet if they use it in neutral is to stop and duck (block low) so Chiaotzu flies over you. Considering that Tien can combo into this super like any other AND that it has high minimum damage compared to other level 3's, using it in neutral is generally not the best thing for the Tien player to do, anyway.
In general Tien doesn't want to throw out neutral supers. No one should, but Tien specifically loses stuff for just using supers, hit or miss (health or the aforementioned special). Which means Tien players have to be even more selective about when they want to use supers or they might end up putting themselves in a bad spot.
