That's reallllllly not that tight of a window. Other fighting games have much tighter / more awkward inputs.
Even this game has some awkward inputs. Go to Cell combo #9 and check out M-->back M.
The combo you described is the standard combo right now
Just train in training mode, like you said, and you'll get better. I don't see why everyone expects to be 100% great at a game the first time they play.
Listen, I think you'll get better just with some practice. I doubt it'll take "12 hours", but if it does you'll improve not only on DBfZ but in fighting games as a whole.

Long combos can be overwhelming at times, I do feel you there. I had troubles when I first started, but I just wanna say that I'm proof things can get better.
So.... adapt? Honestly 10 hours in you'll feel much more capable, 20 hours in you'll look back and think you sucked at 10. 50 hours in you're starting to get it. It shouldn't be easy, otherwise no one would bother trying to perfect it.
/edit: Wait no, it does work with Vegeta. But that combo ending on 21, I still can't get. I don't think it's possible for her.
I don't really play as Nappa nor Vegeta Blue, and only had a short bit playing as 21, so I can't really help there.
