No, it's not really possible.
While it is from a technical standpoint, it actually causes problems with gameplay in fighting games, primarily in online play.
If you do not like to play games at 60 FPS I suggest avoiding the fighting genre for at least the next few years or so; it will be some time before this changes.

Incorrect. Its locked there purely based on inputs. If theres a 1 frame link you have 1 frame out of 60 frames to press the button. If the fps was higher than 60 that 1 frame links would be massively more difficult/impossible
