Yes. That assist-super feature only works while the opponent is in hitstun, but technically even something like a 5L is enough for it to be enabled.
Hard to say what's wrong. Keep experimenting with the timings, post recordings if you can.

Level 1 is forward, level 3 is back.
In general in fighting games, special inputs are always considered so you don't include any up direction except on very rare occasions, since the jump would come out as a priority.
This is also why airdashers tend to use numpad notation. No ambiguity of any kind, even for the more absurd moves.
