Based on what?? His specs don't even match the placeholder specs. Why do feel it is fine for you to just throw out a baseless opinion?
Your PC should handle BB:CF but we have no idea if DBFZ wont require more.

This game has much more inferior graphics to MVCI, the graphics are very basic in DBFZ because Arc System has opted to take advantage of a cel shading artstyle over actual modern tech you find in your typical AAA title. OP's PC will absolutely run this game just fine even if he has to turn down some settings
The GTX 750 TI currently runs huge open world games with way better graphics than DBFZ.
BB CF is a 2D game using regular hand drawn sprites, a PC from 10 years ago can run BB just fine. Why would you even compare DBFZ to BB? DBFZ is best compared to Guilty Gear Rev 2, DBFZ uses very basic graphics, it is a tiny fighting game. Requirements of DBFZ will be lower than MVCI since that game clearly has far more advanced graphics even if the artstyle does suck
If anything I would say DBFZ should be easier to run than GG Rev, since UE4 is a lot more efficient than UE3. Injustice 2 and Killing Floor 2 are prime examples of why UE4 does better graphics than UE3 with lower requirements. It is a shame that WB is still using UE3 even to this day
Arc didn't switch to UE4 because it has better graphics, they did it because it is more efficient, better optimized and less costly to develop games. This isn't rocket science you know.... This isn't a title like say tekken 7 or injustice 2 that aims for all out graphics, this is basic cel shaded fighting game that is extremely toned down in graphics. For the record OP PC would run MVCI just fine, a game with much better graphics than this.

MVCI:

Graphics: NVIDIA® GeForce™ GTX 670 or NVIDIA® GeForce™ GTX 1050 / AMD® Radeon™ HD 7950 or AMD® Radeon™ R9 270
Tekken 7:
Processor: Intel Core i3-4160 @ 3.60GHz or equivalent
Memory: 6 GB RAM
Graphics: NVIDIA GeForce GTX 660 2GB, GTX 750Ti 2GB, or equivalent
Now look at OP's specs:
intel core i3-3220 cpu 3.30 GHZ
MSİ nividia gtx 750 ti 2gb
12 Gb ram
750ti barely scrapes in at the earliest of the above titles, Tekken 7. It's a bit of a reach to confidently assert to OP that his 750ti will be fine for DBFZ.

And we all know Tekken 7 graphics are light years ahead of DBFZ. This is why i said Education and Commonsense is all that is needed.

DBFZ graphics is on par with UMVC3, but with some better texture details.
Even with 6 chracters there is noway in hell it will use more ram than Tekken 7.
