But if we're still trying to find some sense into the power level hierarchy, it basically goes like this:
-Super Saiyan 3 Goku didn't even last 5 minutes against Beerus
-Super Saiyan God Goku managed to give Beerus a good fight (still lost, but good enough that Beerus wasn't disappointed.)
-Super Saiyan Blue Goku is slightly weaker than Super Saiyan God, but more efficient in its use of stamina.
-Android 17 Managed to keep up with a non-serious Super Saiyan Blue Goku for a bit.
-Super Saiyan Blue + Kaiyoken is multiple times stronger than Super Saiyan Blue
-Super Saiyan Blue + Kaiyoken got punked by Kefla
-Super Saiyan Blue + Kaiyoken can't even touch Jiren
-Goku with Ultra Instinct managed to stagger Jiren
So basically, if the power levels are still consistent, SSJ3 would be as useful as a rubber crutch now. The power up isn't worth the stamina drain, when there are more powerful transformations available.
Not true. Super Saiyan Blue is much stronger than Super Saiyan God.
Well in the Manga (seral orders of magnitude better than the anime) SS Blue consumes a lot of stamina in its unmastered form. Once mastered it is also much much more powerful.
In the mastered form SSB Goku was stronger alone than the merged Zamasu/Goku Black.
SSB Vegeta in its mastered form pushed Beerus a little bit but when beerus got serious got totally destroyed.
SSB Goku in the mastered form was pretty much as strong as topo but still lost by ring out.
Power : Ultra Instinct > Super Saiyan Blue >< Super Saiyan God > Super Saiyan 3 > Super Saiyan 2 > Super Saiyan 1

It is worsened in DBS by the fact that power levels don't make sense anymore and that only the sayians are now deemed to be at "god-level"
The worse consequence of this is arguably the shafting of all human fighters. I remember the time when each race was balanced and interesting : Sayians were supposed to be focused on raw power only, Namekians in endurance (regeneration and elastic body) and humans in both technicity and ki control (Krillin speciality was ki shaping, being able to morph its blasts into complex forms like discs and scatter bombs, Tien could infuse his ki with vital energy in order to power it up and Yamcha -yes,Yamcha- was the best one at controling his ki, making him the only one to be able to make precise and teleguided ki attacks.) Regarding Frost race, the gimmick was supposed to be polyvalent and transformation focused, but at the expense of low endurance and incapacity to sense energy. Finally, Androids (minus Cell) were supposed to be dreadful foes having both infinite stamina and human technicity, but at the price of not sensing energy and being enable to power up past a certain threshold (because they have been progammed to a certain limit) unless they fuse or absorb other androids component.
Maybe DBZ and DBS have epic moment, but I still have the bad aftertaste that because of certain choices, secondary characters and the possibility to do more technical (in the same legacy as og DB) battles got sacrificed. Only matters now is who has the biggest transformation/raw power and wether you are a sayian/op aliens or not. Hence why even tranformations are now jobbed.
This is why I am that interested in this game : ASW devs seem (to me at least) to have grasped that logic and using it to balance the characters instead of using power levels creep and fandom appeal : as an example, Nappa hit like a truck but is slow and only have basic ki attacks, while Krillin is "weak" but has a lot more technicity (destructo disk) and tricks (solar flare) as compensation. And they finally represented Yamcha the way he was supposed to be : a rushdown close-ranged fighter who focuses on lighter but faster and precise strikes (wolf fang fist) to harass his prey, as well using his better ki control (sokidan) to hunt down the ennemy at distance. ( like a wolf, got it ;)
In other words, it follows the original thought of Toriyama : power levels and hair dye don't matter, it is up to your strong points and the way you exploit them :,(

DB and any anime has its fair share inconsist stuff.
Super Saiyan 3 is 4 times the strength of Super Saiyan 2. That would be 400 times the strength of the base power.
That would be a lot but if the base power is weak than those multipliers wouldn't mean much.
To me, Super Saiyan 4 (yes, the one from GT) is more interesting than Super Sayian Blue : it is a nice call back to ape form, and gives the interesting concept of the sayians going to their inner beast and mastering it.
It started to be broken after Cell Saga, for several reasons :
- Power levels became the standard in this arc, while Namek arc was a deconstruction of them. That create a paradox
-The time traveling becomes more of an asspull, creating its fair share of inconstencies
-Cell and his "super perfect form"
-several changing in the scenario ( Dr Gero, then C17 and C18 were supposed to be the villains, Vegeta was supposed to die on namek and stay dead,etc etc)
