Sorry to Necro this, but I just bought the game and had this issue, and this solution did work - but it should not be necessary. Why does this still occur and why has it not been fixed since July?

Games fitting screens properly is a foundational part of making games at all.

This is a bad first experience with this game.

I had that problem, but then I turned the fullscreen off, then on and restarted and it started fullscreen that time. Sometimes it starts fullscreen, sometimes I have to use alt+enter

Often when I first start the game for the day, the opening screen is windowed. I have found that if I exit the game & then restart it once more, that it will revert to full screen, just as I have the settings for.
