This update was planned & discussed by the Dev's in advance. With the loaded truck, basically "given" to the players as a way to try out various building materials before this mechanism of the game was further implemented.
Note though that the condition of livestock buildings does have an impact on the production of those animals. No repairs at all, chickens give 4 eggs, fully upgraded, same chickens give about 25 eggs. So it is advantageous to fully upgrade those structures. Otherwise mostly cosmetics, since some will like to change how their house looks, or what materials it is finished with.

Yes the crane does work. Actually pretty slick, since hover over skid (it turns green), press Enter to pick up. Enter also drops skids when get to where you want to place them. Still a bit 'wonky', but actually pretty cool overall.
