The current engine we are using is not compatible with developing games for Windows XP. While we are looking at the options to make it available to as much platforms as possible, it is not currently on our priority list.
I hope to have anwsered your question, if not feel free to respond with further questions.
TLDR: Avoid jumping to conclusions, and think critically instead of parroting anti-XP dogma.

I'm still on XP on my old PC, but I would call any dev silly to waste their time, money and manpower on special verion of that game that runs on XP.
Really people, get real. We have Vista, 7, 8.1 and 10 after XP. This is a good OS, stable and perfect choice for old games and those that support EAX, but come on.
While we're at it, give the game Windows 98 functions, lol
