What do you mean choices don't mean anything in this game? like whatever you do the end outcome will be the same?

If you answer the phone, Lucius just tells you he forgot something in the office, which you (as Bruce) manage to hide before Avesta can see it. I believe it was a folder that Waller gave Batman. Bruce was trying to hide it so Avesta wouldn't figure out he is Batman. But yeah. That's all that happens when you answer the phone. Lucius just tells Bruce he left the folder (or whatever it was) in the office and on the desk.

No, saving Lucius isn't possible. In fact, the writers, in my opinion, had to ignore a pretty large plot-hole in the episode in order to make sure that Lucius would die.

Did you notice that nobody seems to be concerned that a device that is emmiting electromagnetic waves might be some sort of tracking device? That if the puzzlebox was a tracking device, that would lead the Riddler straight to Bruce Wayne? You'd think at least one of the geniuses in that room would notice that possibility.

That's actually a really good point. I was thinking "homing signal" the entire time, there's absolutely no way no one thought of it being a possibility
