1. the story is pretty good, to be honest
the joker thing on the asylum remind me so much of the film twelve monkeys where an inmate helps the protagonist to escape an asylum too, and the penguim on the game universe is much more interesting.
2. ahhn, i may be wrong but, just esthetical changes, alfred can or not can have and eyepatch and harvey dent can or not can have one side of the face burned (he became two face anyway because the change of personality), and that's it
Oh, so impactful. Because it changes the overall story so much. Yes, it changes some super minor stuff. But it never changes the overall outcome of the episode/game.
For the matter of different choices, i played all the walking dead games carrying over multiple different saves which each had an array of different choices. Apart from the visual changes, I found that some characters could be more hostile or more friendly towards me, depending on my choices in the earlier games. I'd assume it's the same here (hopefully) and if you haven't played season 1, telltale gives you a survey containing all the important choices from the first game to give you similar foundations to season 1 players.

Well it's not incredibly inpactful but it's not like any other serieses carry over your choices between games. Also different characters end up dying depending on your previous choices, which is a pretty big impact
