is it only this game that gets that error, if so try either deleting and reinstalling of the game, or do an integrity file check of the games files to see if the game got corrupted while downloading or installing

try installing the game outside of C drive if possible, if you don't have another drive then install it C:\Games\Spintires MudRunner

Данная ошибка не связана напрямую с Spintires: Mudrunner она лишь сигнализирует об отсутствии какого-либо системного файла.

Для решения проблемы попробуйте следующее:
В папке с игрой есть каталог Spintires MudRunner\_CommonRedist - установите DirectX и VC++ из каждой папки что там есть. Если при установке VC++ кнопка install не доступна, но есть Repair - нажмите её. Так же попробуйте запустить игру не через Steam, а прямо с файла MudRunner.exe (Steam подавляет сообщения об ошибках, запуск напрямую с файла может дать больше информации).
