Stop excusing bad game design and coming up with rationalizations for bugs. The B-truck garage utility tent is the only garage point attachment that also carries fuel and parts usable by vehicles, and so is inconsistent with the principle of attachments having either one or the other. Does the C-truck garage carriage carry repair points/fuel, or the semi-trailer? Does the B-truck garage cart? No.
It carries the garage point in ADDITION to fuel/repair points, not instead of. I.e. if you used all the fuel and repair points before applying the garage point, the garage point wouldn't magically disappear as soon as all the fuel was transfered off and all the repair points used. Therefore it is not reasonable to delete the attachment along with whatever non-garage point resources it contains as soon as the garage point is applied. Spend the garage point, sure, but deleting the resources that are riding along with it isn't acceptable.
If for whatever reason it isn't possible to "spend" a garage point without deleting the vehicle attachment it's in, probably just remove the garage point from the Garage Utility Tent attachment altogether. Waste of time filling it up only for it to be deleted as soon as you get to a garage.
And yes, this is a game design issue, not a technical issue, hence not a bug. You can not like how it works, but I believe this is by design, and so it is not a bug.
