One thing you can try is to force DirectX 9
Right-click on the game title under the Library in Steam and select Properties.
Under the General tab click the Set launch options button.
Enter the launch options you wish to apply in your case -force-d3d9 and click OK.
Close the game's Properties window and launch the game.
Sometimes it seems the game can't find the monitor for some reason. Changing your screen resolution (computer settings, not game settings) and then changing it back works to get the game to recognise the monitor. That might work.
It's just a guess though so I can't promise it will work.
it could be that the computer can't handle the graphics in which case there isn't that much to do. Since you have similar issues with other games you could try contacting Steam Support and see if they have any ideas and if all else failes you can always ask for a refund from steam here: http://store.steampowered.com/steam_refunds/
