Report a translation problem
Right-click on the game title under the Library in Steam and select Properties.
Under the General tab click the Set launch options... button.
Enter the launch options you wish to apply in your case -force-d3d9 and click OK.
Close the game's Properties window and launch the game.
Not sure why, but more people have this issue after updating to win10.
I just tried it and it didnt work
Another thing you can try is to change your screen resolution (the computer's not the game's) to a higher or lower one, apply it and Then change it back (try it both with and without the game running). It may be an issue of the game not finding your monitor.
