I did a quick google search of Chuck Norris characters and Frank Shatter (F. Shatter = Fist Shatter?) from Hellbound came up. So maybe the "F" stands for Frank and is combined with Norris. Chuck Norris is a popular actor who fought bad guys with some martial arts and a gun. Even Chuck's and "Frank's" facial hair and mullet match.
