Not all available flight scheduled

I cant get to the next tier with any airline. It keeps saying "not all available flight scheduled" but they are all scheduled.

Except for some flight that shows up for ALL airlines, called OMG_77 which has insane requirements (333 passengers), and it has been there since 1920. I dont understand why its there

It needs to be all flights with all of the requested services, might need to wait a day or two after that for the next tier

I cant schedule all flight with all requested services, as it will go way over the airline income limit. I already hit the limit without additional optional services

I got around this by deleting a flight from the contract list until it lets me move up a tier. Often it is only 1 flight that needs to go. Not ideal but keeps the game moving.
