Did you have any airplanes that requested permission to land that you accepted and already assigned a parking spot to? For your airplanes stuck on the ground look at the taxiway paths between that stuck plane leading to the departing runway. Do any of your arriving planes have to use any of those same taxiways that the stuck airplanes need to use?
My airplanes were getting stuck too and i narrowed down my cause to shared taxiway use, My departing planes had to go from the parking spot, onto taxiway A to go the the departure end of the runway. My arriving planes would land on the runway, go to the exit and get on taxiway A and then head to their parking spot. But i think that arriving planes got priority on taxiway usage even though they were still a minute away from landing and it would only have taken a stuck airplane on the ground 5 seconds the clear the taxiway. That was what was causing my departing airplanes to get stuck.
I ended up having to redesign my airport so that arriving airplanes got on a taxiway and that taxiway was only for arriving airplanes and it went to parking. I built a completely separate taxiway which was only use for departing airplanes to get from parking to the runway for takeoff.
I think I got the same problems here, and might want to try discussing this issue with the developers whether it is a bug or not.
On the redesigned airport i talked about where there was one arrival taxiway and it went to each parking spot and each parking spot went to a different departure taxiway? i * might * have experienced the same thing you were talking about. See before with my old airport design the stoppage lasted like 30 seconds. So i redesigned it and it appeared to run smoother but i thought i saw one brief stoppage where two airplanes close to each other stopped for maybe 2-3 seconds. I wasn't really focused on it i was just looking around, then i saw it and by the time i was all "whats going on here" they started moving again. One airplane was already on the taxiway and another was just about to pull out of parking in front of it. So for that moment both planes were sharing a taxiway but the delay was really short. Before my delay was 30 seconds long maybe because my planes on the ground were waiting for a plane that was still in the air to arrive.
