It's a boost meter: When you're visiting a farm, you fill it by doing harvests.
When you're back to your own farm, you will get a double experience boost while the meter is active. The amount of time remaining until it depletes is shown.
Note that its capacity size is slightly increased along with player level.

Okay, when you get back to your farm you say you get a double experience boost while the meter is active. Is this an XP boost to the farm level or the farmer level, or both? I am not sure... I am assuming the double XP goes to the farmer, not the farm, as the meter is under the farmer profile.
The boost is for the farm. You already get player XP when working on a visited farm, so no need for additional rewards.
I'll see if we can add a reward for plowing as well, although it may be a bit dangerous on farms with Build permissions (but they're already dangerous anyway...)
It's rather late to contribute to this thread, but FWIW... a newbie's journal:
I had just brought my own farm up to about level 7, pretty much working solo. I then visited "Bessa's Farm" which is huge...maxxed out in size, level 200 farm, etc. Absolutely full of everything. So I pitched in.
Very quickly my personal level went up by two, to about level 9. I did as instructed, harvesting and plowing after harvest. I wasn't keeping track of my own XP but I'm sure they were accruing (I leveled up etc.). I noticed one of the crops, strawberries, "leveled up." There were a lot of strawberries planted near the bus stop, so presumably that was the idea, to have this farm spend some time doing strawberries, among other things.
Returning home, I noticed this odd lightning bolt symbol and a countdown. I did not know what it meant, figuring it might be a cooldown, having leveled up twice within the last 30 minutes, as one poster above had assumed. But, I found this thread, seeing that this symbol is instead some form of XP booster for the farm. OK!
Also, FWIW, my very first experience in this game was to join someone else's farm. Two were working on it, they were nice and friendly. But I did not know what was going on, having never played before. And it was nighttime, and raining, so it was even more disorienting. So, if you are new to the game, I'd suggest going through your tutorial on your own farm at least, before going elsewhere to pitch in.
After about 2 hours of play, following the completion of the tutorial, it was getting late and I was debating whether or not to log off. Poof, another player arrived! Sorry there wasn't anything to do, but nice to see a visitor and have a brief chat. Fun game!
Cheers-
