How to complete the achievement 'Basic Builder'?

What is the 'Basic Education grant' mean?
I played this game for 30 hours, but I didn't get any Basic Education grant record...

I found it.
1. [Start Game]
2. [New Game] (not Scenario)
3. just click [Play]
4. build a [principal's office] and hire the principal in the office space
5. click on the [Admissions] button in the top left corner
6. find the button (To-do) in the upper right corner, click the [Apply] button
7. we can find the [Basic Education grant]
8. Complete the [Basic Education] five times
