How do I start the school year?

Just downloaded this game and am tearing my hair out! During build phase I build a basic school and when I hit "Start School Year" nothing happens? If I have no admissions set I get the warning "You have no incoming students, are you sure you want to start?" but even if I click yes nothing happens at all. Is there a basic requirement that I'm missing? Am I just being dim?
