What is your rank at the end of year 1 and rank at the end of year 2? Student intake is affected by school ranking. Have you reached 500 students or more by end of year 2? We have a current student limit of 500 for optimization purposes( we are planning to raise this in the future) so we slow down student intake once the player gets to 500 or more students.

Rank was about 7xx after year one, and 353 after year two.
However, I loaded the game back up to get the proper numbers.. and I ended up with higher figures by about ten fold. I ended up with around 130 odd applicants, in similar distributions (65 freshmen with around 20-30 for each other year group.) I then, out of curiousity saved again, quit the game, reloaded, but there was not an increase the second time.
This does put me at around 500 students, so it is possible that I am encountering that deliberate slow down. I suspect I should probably file a bug report regarding the mass increase on save load though.. the number it increases too seems about right, so its likely a bug on the original display I think (especially as the bug doesn't infinately replicate on save/load, it just does it the once, which seems to be to suggest that its the true number that just displays incorrectly before the save/load)
