a similar function could be implimented here by which instead of looking at first time in high school you measure prestige by placing a target graduation rate and then looking at your actual graduation rate ( in my success story mine was a measly 1.7% graduation rate) the closer you come to the target rate the more money you earn ( likely a federal/state grant).
additionally you could dock money for every student who drops out/fails senior final exam.

It's one of the most idiotic things that happens in Universities and schools.
Universities should be based on student skill development and statisfaction, their contribution to science and society.
Not how many people you can poop out with a diploma (we have similar system here in NL)
I'm not going to bring up a lot of how the "real" world works, just my ideas of how to creat a fun and interesting school management game.
