I got stuck here, too - newb advice: if you find an industry with a little bit of output and locked input, don't "spend" the output anywhere until you're pretty sure you don't need it in a spot like this!)
's suggestion is also good advice, if you're already stuck ... except in this case they've got North and South Island's mixed up - the bottle factory is on the North Island, the wheat farm is on the South Island (if it was on North then there wouldn't be any problem). And to upgrade the wheat farm, you need steel, which is back on North Island ... and steel is also not allowed via the ferry route between them.
The idea still works, though, you just need to do it in two stages - upgrade the steel mill on North, buy a steel mill on South; THEN you can upgrade the wheat farm on South so you can buy one on North.
Edit: even though I intended not to, I clicked "Post" without completing the exercise in-game ... and of course, the wheat farm requires different materials for each upgrade. Suffice to say, the same principle still applies for the later ones (though, one you get "for free" as it's a material that's not blocked by the quarantine between the islands).
