Nashville

Now I'm stuck in Nashville. I think I completed everything I can without opening a port. I want to make sure that is there a way to complete Nashville without steel and constructing every resource near the town?
And there is no steel before connecting to the east right?

YMMV, but I ended up being able to open a port in Western USA before connecting to Eastern USA, and imported steel that way.

It's worth noting, however, that Nashville was the town that made me switch over to Zen mode. It's a frustrating one.
