I can tell you as a developer (not of this game), that there is a certain price point that you basically lose money on. And going by what devs stated, they most likely loose money on anything below $11-12 (or more like $8 after steam cut), as you need to: provide servers for clients to connect, store player data (like progression and stats), provide VoIP, and still have leftover from that one purchase for future development, anti cheat and other software you use on daily basis.

they did, and they wont go lower, complain to your governing body to stop making the value of your currency deflated

But the game costs $15 in US and $25 (according to regional price changes) in India. How is that fair to ask a 3rd world country to pay $10 more for the same game than a 1st world country?

the first world countries money is worth more, so they need less of it.
If you wanna pay me in apples, but the apples have holes in them or spots on them, i would like more of them than apples that were nicely round etc.
It sucks, but it honestly makes sense in my head lol.

But... $25 worth of rupees is still worth $25 after conversion (well, probably like 23 or 24 after conversion).

Not having lower prices in some regions make sense. Having hugely higher prices doesn't.
