Sometimes it's just nice to mess around with some bots + once the game dies you can actually still play it.
Amount of bots : Servers actually will be more costy BECOUSE Bots are costy.
Coding the actually balanced and acceptable bots : NAH fam no one spending whole 6 months for that.
Based on some older indie pvp-only games with a year or 2 years old from release you can find servers aren't as active as it should, tons of remaining active players will have no option but to play on foreign servers above 150ms.
There are many different factors of course on why this happens....
The server cap it is too big in this game to keep 24/7 always full for different regions worldwide too.
A lot of anticipated games will be released later this year to take into consideration, a lot of players will stop playing BBR due to this.
TLDR:
Bots will be necessary down the road.
Just like Ravenfield .
For me - no bots no buy.
