Community servers that change rules significantly should only be accesible via server browser where you can filter for them specifically. Still let them have official progression but keep them out of matchmaking.
It's built into the matchmaking so it will always be a roulette what you get and usually these custom rules servers are half full because folk just leave them instantly. It's bad design and its wasting people's time.
Putting some money back into official servers might just save this game from a player count fail cascade.
