Exactly this.
Without locking the mouse to the window it would be somewhere invisible on the screen (considering you just see an aiming rectangle in-game instead of the cursor). As a result you'd be prone to move it outside the window during normal gameplay, with the result being that clicking wouldn't fire a weapon but instead move focus to your other screen.
You can bump this thread and the other threads you keep bumping related to this subject another 100 times, but this is just a case of the game "Working as intended", so i seriously doubt this is going to change.
Just Alt+Tab out if so desired - it's the intended method to signal you actually wish to switch to another screen.
Then you actually have the opposite issue the OP has. The OP's problem is that they want to move the mouse to another screen without having to Alt + Tab out - whereas for you the issue seems to be that the mouse locking doesn't constrain the mouse to the game window.
