Can't add to my steam cart

Thinking about buying this title during this sale, but when I try to add it to my cart steam says it can't be added to my cart :S (Netherlands)

Anyway the developer doesn't seem to be very active here

i don't remember anymore how it got fixed but I was able to buy the game later.

I bought a few games at current Summer Sale but oh boy .... 1 or 2 games work rest is not because it is funny but too many games are so poorly coded you would burst out in tears and cry ... i uninstalled all the poorly developed games...

Anyway it was cheap so i did not waste any money, won't ask for a refund , i will be more carefull next time...

The only games i'll keep buying will be Artifex Mundi games sofar they all work a charm....
all the other "games" are low quality and i will only buy them at 60% or more off during Season sales ( Summer/Winter ( don't know if they have Autumn sales or Fall sales some call it Autumn others call it fall , they are both the same.(maybe one is British English the other American English....)

Bought 15 to 20 games this sale , sofar 12 are 'frying' my CPU so i uninstalled then, hid them on the account , 3 perform average and 5 to go: Calvino Noir
and Mystery P.I and Amazing Adventures very old games, that have a dem and they used to work fine, now they don't maybe the many Steam client updates have changed things, there were too many updates and it doesn't get any better after each update

Anyway, 2020 will be a year i will start fresh, buying less games on any platform i have a huge backlog so plenty games to play, imho the past 2 years have been a disaster regarding game releases, i dont by AAA games cause many of them are and many casual / indy games are too hot they fry my cpu ( too many unity used, java games. python games and wintermute/visonaire games all unoptimised 'developing' tools , the old games ( 90s) work a charm it's the new games that are developed in 3 days that are performing bad.
