25 more levels?

I've played this game through a bunch of times and I'm still not able to play the extra 25 levels, it say's its "locked" ? Do I have to pay for the extra levels or what is going on here?

When you open the game, in the main menu there is a button that says "Set 2". Click it, then press "New Game". You are probably going to the "Level Select" screen which will show those levels as locked.
