Investigating, I discovered that the Shop is so far away from the Warehouse that the truck doesn't get there until well after the 15-day period is over. The goods are then sold on the next 15-day period, then at the end of the second period when the goods are sold, THEN the next truck sets out, meaning that every alternating 15-day period has no sold goods.
In fact it takes my truck just under a month to get to the shop.
It's annoying because clearly time of transport hasn't been factored into the Demand Button. The way I solved it is by using the Max-Sent button.
So, in my example, if the demand of Cans is 2, instead of Sending a Max of 2 Cans every 15-day period, I'll send a Max of 4 Cans. The way the Warehouse sends an extra 2 Cans that are missing every 15-day period, evening out the alternating Truck Despatches.
It's also annoying because the solution only works if the truck takes less than a month. If it takes more then you have to increase the Max by another batch or more depending on how many 'period's' away the shop is. Which means you have sit down, investigate, and work out every product you have that's travelling a long way away.
You can speed up trucks, but the speed of trucks was not supposed to solve this problem. Truck speed is only supposed to increase the flexibility of the system to adapt to changes - the faster the trucks, the faster the system can adapt to changes.
Yet another problem is that, particularly for higher numbers of items, the trucks will inconsistently get there, sometimes leading to more items than demand which leads to a lowering of demand and a lowering of profit.
