When do towns level up?

I can see in some of the towns their planned production for when they level up so i'm already starting to product these items in preperation.

How can I tell how long it will be until the town levels up and what controls this? Can I "encourage " certain towns to level up faster?

Sell more stuff to them and they grow faster. Every 100 to 250k pop, they level up

So once a town gains 100k pop at any point after that until 250k they may level up?

So there's a town right now that's at 238849 population. How do I know how many pops it's gained so see how far off before it levels up?

Another quick quesiton.

When you get the contract to help the town level up it says "...requires an investment or all of the listed product contracts fulfilled..."

but further down it says "Fulfill one of the contracts required for advancement"

So do I need to complete all contracts or just one?

Thanks. Also a suggestion. 3 of the towns are now offering contract to level up and I can see the contracts listed on the left hand-side, 2 for each town. This is quite a long list taking up quite a bit of space for something I may not be able to do\choose not to do and is getting in the way a bit.

Would it be possible to dismiss\get rid of these notifications as I can always go to the towns when i'm ready to help them if I choose.
