Not all regions have permit sellers?

They should have - either straight from the permit office or from the town itself. Click on the town then there is a region tab which will allow you to buy the permit

Needs more defined colors to show a region. I had to spend over 4M to finally find the region that I was attempting to build in simply because the outline wasn't distinct enough

Maybe you should spring for a color monitor? :P

I wonder if a color picker setting would be an easy addition for the devs?

Press f9 to turn them on and off. If you're having real trouble then doing that repeatedly would make them flash, and easier to see.

Just sayin' when you outline a region in blue and it lands on the edge of a river....
