Moving goods from warehouse to another

I want to move goods from my RAW WH warehouse to my BUTTON WH. I've set up a request for the items I want in the BUTTON WH but nothing is being delivered.

In the logistics window I set the route to be the highest priority but it says amount available 0, even though there is around 50 in the RAW WH which I don't understand.

Why is nothing being delivered? Thanks

I think this has something to do with the destination tab in the RAW WH. I have it set to keep 50 stored at the WH and then anything over sell to the state. If I disable these destinations then everything starts working again.

So how do I set it up to keep 50 in reserve to fill logistics jobs but anything extra sell to the state?

I'm finding it quite hard to get my head around all the different ways to move stuff around and then what has priority over what. There's outgoings, requests, destinations then there's logistics priorities and then hidden away in settings is another priority setting. I'm trying to figure out all these different systems and how they all work together.

Manual go before Requests. Either undo the manual destination or change the priority order in the gameplay options
