Confused as to buy a building permit.

I click on the name of a town, see the building permit cost, have the money, but I see no button I can click to buy the permit?

Sometimes a competitor already owns the permit for the town, otherwise you'd see a buttons saying 'Start Auction' in the region tab.

If the AI goes bankrupt, you can absorb them. In the next big patch you can aggressively overtake them

Thanks, in my first game where I turned a profit, I missed out on all permits stablizing my business. How does my AI go bankrupt?
